note 117342 added to class.sqlite3

The interface to this breaks from PHP 5.2 to 5.4. Either the interface to this needs to be fixed or it needs to be back-ported to 5.2 and all the code on the Internet. All previous SQLite2 code is now broken and I'll bet this interface will break when SQLite 4 comes out. Does anyone know why SQLite was intentionally broken in PHP 5.4?
