<?php ?> is ONLY used for code. Not for HTML.
If you have:
<?php
<html><body>
Hello
</body></html>
?>
This will typically generate a 500 error or error in your console.
If you have:
<html<body>
<?php echo "Hello" ?>
</body></html>
This will work.
