"CURL seems to only allow you to download a remote file to a local file,
then process it after the fact. It does not seem to allow for working on a
file while it is being downloaded"

On FreeBSD (possibly others)
$fp = fopen ("/dev/stdout", "w");
$infp = fopen("/dev/stdin","r");
might work for you.
