Typically, on microsoft windows(sometimes linux), we got "I/O warning : failed to load external
entity" and "Fatal error: Uncaught SoapFault exception: [WSDL] SOAP-ERROR: Parsing WSDL:
Couldn't load from somewhere".
only xml lib is not enough, php-soap also need cURL, and openssl if you wants connect to https
