parse_str() contained a bug (#39763) in PHP 5.2.0 that caused it to apply magic quotes twice. This
bug was marked as fixed in the release notes of PHP 5.2.1, but there were apparently some issues
with getting the fix through CVS on time, as our install of PHP 5.2.1 was still affected by it.
