note 16822 added to ref.xslt

I've had a heck of a time trying to get the php_sablot extension to work on IIS5 / PHP 4.0.6 CGI / PHP 4.0.5 CGI. I kept getting an error message saying "cannot find file c:\php\extensions\php_sablot.dll" and that's exactly where it was. Turns out that you need to copy the contents of \php\dlls to your system32 directory for it to work. The error message is wrong for some reason. Spent the last 24 hours trying to figure this out.
