When creating a shortcode i've seen code which uses the callback function however its not
always needed as this example demonstrates:
<?php
function wpsites_comment_form_shortcode() {
ob_start();
comment_form();
$cform = ob_get_contents();
ob_end_clean();
return $cform;
}
?>
