it's important to note that on Apache 2.2.3 (probably other 2.x versions as well) on Windows,
the PHPIniDir directive must use forward slashes to delimit directories, not the backslashes
commonly used for Windows path strings. If PHP seems to be ignoring the directive, this may be why.
