Run shell_exec powershell on IIS 7, PHP-Fast-CGI:
First of all, make sure you have set TPC protocol in IIS FastCGI Settings.
Next you can run shell_exec command as:
$output = shell_exec('powershell get-process < NUL');
echo $output;
