Note Submitter: spam dot jo dot welters at gmx dot net ---- Windows 10 Pro build 1903 cmdline and PHP 7.2.9 CLI. Here, sapi-windows-cp-get('oem') does not always give the current codepage. Instead, it apparently returns the "default codepage" for cmd.exe, i.e. the codepage that cmd generally starts with. In my case, this is codepage 850. When I change the codepage manually with "chcp 802" or "chcp 65001" on the commandline, this changes nothing for the php. Starting the script again and calling sapi-windows-cp-get('oem') still returns 850.
