note 17093 added to function.srand

Hi ! OK, I asked at some boards and got no answer: I coded PHP in pure object orientated way and found that randomness seems bad if srand() is called only once per process, but fine, if it's called once by every object which needs rand(). I'd like to know, if I'm right.
