I managed to use curl to retrieve information from severs on ports other than 80 or 443 (for https)
on some installations but not on all.
If you get an "CURLE_COULDNT_CONNECT /* 7 */" error, try adding the port : (for example)
<?php curl_setopt($ch, CURLOPT_PORT, $_SERVER['SERVER_PORT']); ?>
