This worked for me.
openssl_decrypt ( $encrypted_value , "AES-256-CFB" , $my_private_key ,
OPENSSL_RAW_DATA);
OPENSSL_RAW_DATA indicates raw data otherwise it will be treated as base64 encoding by default.
