If you are using and old Ubuntu version (15.04) and want to compile PHP 7.4 from source with GD and
JPEG support, you will probably get an error like this :

checking for libjpeg... no
configure: error: Package requirements (libjpeg) were not met:
No package 'libjpeg' found

No longer able to "apt-get" the libjpeg package to a more recent version, the only
solution was to:

$> wget http://www.ijg.org/files/jpegsrc.v9c.tar.gz
$> tar xzf jpegsrc.v9c.tar.gz
$> cd jpeg-9c
$> ./configure | make | make install

After this, I was able to run the configure script without errors and compile and install PHP 7.4
