I thought quoted_printable_decode wasn't working. I had different results while trying to make
it simple for posting online for help figuring it out. I would get an empty string that
strlen($path) would still tell me that the string was over 2K in characters. Then there were HTML
entities that were converted to the black diamond characters.
So I came to the manual (this page) and wasted my time reading through the notes on a DECODE page
about all the people posting how to ENCODE.
If you're also having this ridiculous issue trying to decode email parts it turns out you need
to use utf8_encode with quoted_printable_decode:
<?php
echo utf8_encode(quoted_printable_decode($part));
?>
https://www.php.net/utf8_encode
If this fixes your problem up-vote to spare others from having to waste time combing through all the
encode post nonsense.
