As PHP 5.6 you can use array_merge + "splat" operator to reduce a bidimensonal array to a
simple array:
<?php
$data = [[1, 2], [3], [4, 5]];
print_r(array_merge(... $data)); // [1, 2, 3, 4, 5];
?>
