I was rather surprised to find that apache-request-headers() and its alias getallheaders() worked
fine even when using FPM (instead of mod_apache) and even when not using Apache httpd at all.
Maybe that should be documented? Or did I miss the documentation?
I was running PHP version 7.4.28 on OpenBSD 7.0 for this test. And I was using the OpenBSD httpd(8)
with php-fpm-7.4.
