I tried it with php 4.0.4 and postgres 7.0.3, but I get a "Call to undefined function:
pg_set_client_encoding()" error, the same is true for pg_setclientencoding(). :(

libpq must be built with --enable-multibyte to use pg_set_client_encoding()
