I too encountered this problem. For me the problem was simply an IIS permissions issue. I modified
c:\winnt\php.ini to change the value of session.save_path from its default setting to be equal to
the root of the web site (which I gave write permissions to in the IIS admin console). I restarted
the web service and the error messages went away.
