Be warned that
$HTTP_SERVER_VARS['SCRIPT_NAME'].'?'.$HTTP_SERVER_VARS['QUERY_STRING']
does not always equal $HTTP_SERVER_VARS['REQUEST_URI'] for http GET forms.
If the user's query string contains a pound symbol (#) in the query string, this is apparently
treated by PHP as a very special end of line character, and all data after it is removed from both
the query string and the argc/argv variables.
