if the sleep function doesn't work on windows,
don't use a "while(1){...}" instead. This substitute an "active" CPU
consuming loop to a
"passive" waiting function.
............. maybe not a good solution.
I'll keep the "sleep function doesn' work on windows" and
pass to PHP certified Unix.
NDLA:(windows uses best ASP and Access/SQLserver)
