that way, fullrawurlencode is not RFC-compliant
instead of:
$newstring .= "%".dechex(ord(substr($string, $i, 1)));
it should be:
$newstring .= "%".sprintf("%02x",ord(substr($string, $i, 1)));
in general, fullrawurlencode is a good choice to avoid browser problem, but, pay attention, it tends
to generate long URIs.
