note 17904 added to install.apache

Going crazy with Win98, Apache 1.3.11 and php 4.06 I was trying very hard (I mean VERY) to run php here (as CGI) with Win98 and Apache (versions above). I was receiveing an error 400 and almost going crazy trying to find the problem into the configuration files . Well, I was running PHP and Apache from another HD (my D:), installing both under "D:\program files\". Then I simply removed everything and installed again, but this time in "C:\Apache" and "C:\PHP", and followed the same configuration routine. Worked fine. :-/ You know, not "THAT" solution, but it works. I really wanted to know why the hell it happens...
