On Windows you have to use different locale strings, e.g.
[Unix] - [Windows (2000)]
de_DE -> German_Germany.1252
en_US -> English_United States.1252
fi_FI -> Finnish_Finland.1252
fr_CA -> French_Canada.1252
It's very tolerant, "german" oder even "ge" works for
"German_Germany.1252"...
