note 18361 added to install.windows

I made a very silly mistake -- being a Unix user I forgot that windows explorer will often hide file extensions from you. I created what I thought was "test.php" but it was actually "test.php.txt". Very simple mistake. Very annoying. It was useful to telnet directly to port 80 and issue a simple HTTP request. The mistake was obvious then.
