note 18422 added to function.move-uploaded-file

It seems that this function has a bug. If the uploaded file already exists (filename is used), then it returns that everything was okay, also if the directory is not writeable, so no overwrite happens. You should check if the file already exists before moving it with move_uploaded_file()!
