note 18599 added to install.windows

Just a few comments from a first time compiler/installer... I am compiling PHP 4.1.1 based on the windows documentation and ran into the following on Win2K Prof & VC++ 6: In addition to adding cygwin's bin directory to VC++'s Executable Directories, I also had to add the bin driectory from win32build.zip so bison could be located. In addition, I had to create the environment variable BISON_SIMPLE=c:\php-win32build\bin\bison.simple for bison to find the bison.simple file...
