note 19904 added to function.session-set-save-handler

I found out that PHP (4.04pl1/linux in this case) has a problem with using relative paths when accessing the filesystem in sess_write, fopen, is_file, is_writeable, realpath etc will fail, i dont know where php is in the file system but it is somewhere where it has no permission to create files.
