note 19995 added to function.round

There seems to be a bug with this rounding function.
e.g.
$vatamount = 499 * 0.175;
$vatamount = round($vatamount,2);
which returns 87.32
It should return 87.33
when using it this way it works
echo(round(87.325,2));
Which returns 87.33
