On Jan 25, 2002, msh asked about the zero return value for the
date('W','1999-01-01') call. A value of zero means that the bulk of the week is
in the previous year, where Monday is counted as the start of the week.
Due to this logic, it is possible to have 54 weeks in a year (0-53), as happened in 1984 and will
again in 2012; or in general for any year that starts on a Sunday and ends on a Monday (every 7th
leap year). Fortunately, mysql's week() routine operates similarly.
