I've found using srand and shuffle twice seems to work OK:
srand((double)microtime()*1000000);
shuffle($rows);
srand((double)microtime()*1000000);
shuffle($rows);
I didn't thoroughly test the randomness, but it seems to do the trick with phpAds. Then again,
my previous problems with a few of the ads seeemingly never being served could have been more
related to phpAds.
