note 20459 added to features.file-upload

I've had a file upload script working fine, but since I've updated to php 4.1.2 I've not been able to get it to work. The problem seems to be that the $HTTP_POST_FILES['userfile']['tmp_name'] is always returned as 'n'. I've tried replacing the $HTTP_POST_FILES with $_FILES and I get the same problem. I'm running php on a raq4... and suggestions as to how I fix it?
