note 20543 added to function.substr

Hello,<p> sscanf () functions does not work properly with the Turhish caharacter Ý. (an I with a dot above). It acts as if the Ý is a space???<p> I solved the problem using substr () instead.<p> Sibel Kuzgun<p> In Turkish: sscanf () fonkisyonu Ý (büyük i) ile dogru çalismiyor.
