I've added a little code piece in case your server is not located in your time zone:
$hourdiff = "16";
// hours difference between server time
// and local time in this case, we're *ahead*
// of our server by 16 hours
$timeadjust = ($hourdiff * 60 * 60);
$melbdate = date("l, d F Y h:i a",time() + $timeadjust);
print ("$melbdate");
