note 20943 added to function.strlen

I am getting strange results with the strlen function. In my code I have the following line:
$c = "adammoss@hotmail.com";
$d = strlen($c);
And '$d' always seems to equal 11. Even if I change the string to a smaller value or a
larger.
PS. In my code,the $c value comes from a form
