note 20954 added to ref.curl

I've been having trouble all day getting the curl-extension to work on my .NET Standard Server with IIS 6 and finally got it to work. My php.ini had all the required attributes but that annoying window ("Unable to load dynamic library '....\php_curl.dll' - The specified module could not be found") kept appearing even after I followed every hint I could find. Finally I got bored of copying just a few dlls and copied the entire content of the "dlls" directory to my %system%/system32 directory and everything just started working. I don't know if this solution is a security hazard but everything should be as secure as before the little fix.
