note 21408 added to install.iis

Installing ISAPI filter php4iaspi.dll on W2K/IIS5 I was unable to get the filter to load either in the WWWservice level or at the individual domain server level. The error message was always: "The data is the error." After rebooting a few times finally the Isapi dlls were loaded, but I wish I could relate how. I had an identical experience loading 4.1.3 on another W2K/IIS5 machine. Anyone with similar experience please shed some light! Also, setting the path to include files can be a bit tricky. In 4.1.3 there is a default that points to C:\php4\ I didn't track down the origin of the default but after renaming php\ to php4\ and dumping include files there - it worked. Didn't see any documentation about this curious aspect of the installation.
