note 21505 added to install.windows

Ladies and Gentlemens.We 've got a very big problem that graduatly murdered us. I cannot link a sybase interface to PHP 4.0. I did all with php.ini file but nothing changed.After I uncommented extension with php_sybase_ct it began show me message 'unable to load library'.
