A good way to test cookies is to watch the location where your browser saves them. For example, when I work on Windows, it's in c:\documents and settings\jg\cookies\ I move the existing cookie files out of the folder and interact with the PHP scripts live on the site I am developping. First time I tested them, the cookies where not created because I had not set the time (session cookies are not saved to disk). You can read the cookie files with a simple text editor, even if it's not too glamourous. You'll get plenty of info in there, especially regarding the path. I hope this helps somebody.
