win2k apparently does not use standard Unix TZ notation, nor does it actually apparently reset TZ
during DST, so
echo date ("T");
will produce "Alaska Standard Time" and
echo date ("O")/100;
will produce "-9" no matter whether it is daylight savings time or not.
There has got to be a way to pull the correct offset for the current date???
