You want to use DOUBLE quotes when you have a variable inside a string. Variables are not expanded
in single-quote strings.
ie:
'$section/$id.inc.php'
will not work, but
"$section/$id.inc.php"
will.
Also, try file_exists($somevar), not file_exists('$somevar') for the same reason.
'$somevar' is the string '$somevar', but $somevar (no quotes) is a variable.
