These 'undocumented' options don't work in linux either (PHP 4.2.1) yields:
xml_parser_get_option: unknown option...
with both:
xml_parser_get_option ($parser,XML_OPTION_SKIP_TAGSTART);
and
xml_parser_get_option ($parser,XML_OPTION_SKIP_WHITE);
