note 22763 added to faq.build

I too had the same problem with q.12. Using Slackware 7.1, upgraded to 2.4.18 kernel (all required upgrades added as per kernel Changes docs). Nothing was mentioned about glibc and I doubt Pat V got it wrong with Slack 7.1. I've built many versions of PHP since moving to the 2.4 kernel so why now would it all go wrong?
