note 23084 added to install.apache

FreeBSD 4.6, PHP 4.2.1, Apache 2.0.39 Getting errors simliar to a few other folks above. What I did: First installed Apache, which is working. Any one know what is going on?? I've also had similar issues with RedHat Linux 7.2. What the heck?
