If setting cannot be set function returns FALSE. You have to check if it is identical to FALSE.
Consider:
if(ini_set("magic_quotes_gp", "0") === FALSE)
echo "Cannot set";
else
echo "It's OK";
Output will be:
"Cannot set"
Because there is no setting "magic_quotes_gp" there is only "magic_quotes_gpc".
Try to change it and it will work.
