An update, and correction to my prior post. I related the problem to the p_open function. I should
have said fopen instead.
I still do not know why my mod_throtle/PHP enabled apache server sends a part of the header in the
html text, but I have a workaround.
Set:
expose_php = Off
in your php.ini file.
