I think for the two examples above, the strings being passed have non-delimited characters.
ie.- "c:\path\foo.php" instead of "c:\\path\\foo.php"
If you're trying to get the modification date of the file itself, then this may work for you:
print (date("Ymd", filemtime(addslashes($PATH_TRANSLATED))));
