note 23603 added to function.mail

My server is based on Windows 2000 server with IIS. My Mail server (included SMTP) is Argosoft Mail Server. Cause of the Crazy number of the delay (outside internet) user using my SMTP without my permission, my SMTP service have set the authentication username and password, username and password are all same as POP3 accounts. But my php is using myself-SMTP-server and i can't set " SMTP= username:password@localhost" in my php.ini . So I can't send mail by PHP. Please help me completely how to send mail with SMTP username&password comfirm by PHP, in Windows 2000 Server.
