In 4.2.1 additional parameters were added, but are apparently undocumented:
OCIFetchStatement($stmt, $results, $return, $skip, $format);
$return - the number of rows returned
$skip - the number of rows to skip (great for paging through long tables - its very efficient)
$format - one of OCI_FETCHSTATEMENT_BY_ROW and OCI_FETCHSTATEMENT_BY_COLUMN
