note 24067 added to function.ini-get

I noticed wierd things when running PHP 4.1.0 on Windows, not sure if it happens on other operating systems. echo ini_get("register_globals"); with the value TURNED OFF in php.ini, I got back and empty string. When I did it with it turned on, I got '1' of course. Now, the weird one, when I done it with it NOT SET (commented out in php.ini) I got back '0'.
